The photo is a water heater safety valve and no discharge pipe.
If something goes wrong with the water heater, the safety valve was designed to relieve a high water temperature and pressure through a discharge pipe
to the exterior of the house... so that the water heater tank doesn't come apart.
There's no discharge pipe to the exterior of the house. Instead, a threaded plug was installed that effectively defeats the purpose of a safety valve -
a recipe for disaster.
There's a gas flame at the bottom of a water heater that heats the water. If the gas controller fails to turn off… the temperature and pressure
will increase inside the water tank… and at some point there could be an explosion of the tank.
